Niger Delta Humanitarian Group  Call On NNPC To Provide N621 Billion For The Establishment of 79 Modular Refineries

A Group under the aegis of Peace, Development Security and Humanitarian Rights Association of Niger Deltans 

has called on the Management  of NNPC Nigeria Limited to provide the sum of N621 billion for the  establishment of 79   Modular Refineries in the Niger Delta region to solve the Persistent problem. of petroleum products  scarcity and shortage across the nation.





Comrade Mike Tiemo, the Group President Who made this demand in the Spirit and letter of Executive Order  Seven as claimed by NNPC    said in pursuant to the memoradun of understanding ( MOU) signed on the 21st of December 2021, between the NNPC Nigeria Limited and the Federal Government of Nigeria through the Federal Ministry of Works and Housing  was done to enable  NNPC Nigeria Limited to provide N621 billion for the construction and completion of twenty roads spanning 1800 kilometers.



Comrade Mike Tiemo the Group President pointed out that , in that (MOU), NNPC  claimed  Executive Order Seven Which is said to be  for all Nigeria businesses hence the Management of  NNPC exercised the order 

  to fix  some FG roads.


 Comrade Tiemo  according to the Executive Order law, once again   called on  NNPC to like wise provide N621 billion for the establishment and commencement of 79 Community based Modular Refineries in the Niger Delta region.


He also  Pointed out that there  is also  an urgent need for NNPC Nigeria Limited Particularly in the area of her primary and statutory function which is the Petroleum Sector to make that same amount of N621 billion available  for the immediate commencement and establishment of  97 Community based Modular Refineries in the Niger Delta region to solve  myriads of problems in the region  in particular and Nigeria in general.


He emphasized that if , these Community based  Modular Refineries are established it will remove the bottle necks of the scarcity of Petroleum Products such as Petrol, kerosine, diesel ,  cooking and industrial gas.



Continuing he remarked: " l have reason to believe that this salient suggestion bordering on the establishment of  Modular Refineries will be treated with

the seriousness it deserve since, the NNPC is magnanimous enough to look into areas that are clearly secondary

in terms of priority because for NNPC that is fixing roads to  refuse a proposal on Modular Refineries, can only be described as a policy summersault which is not a  good bargain for our country that is in desperate need to come out of her economic quagmire."



Tiemo added: " Community based Modular Refineries domiciled in the polluted and marginalized Niger Delta region will permanently solve the problems of pipeline vanderlism , check the issues of unemployment, illegal bunkering ,  constant hike in the price of Petroleum Products, that is leading to hyper inflation of our economy, unbearable subsidy regime which is ripping off our common wealth .


The  Humanitarian Activist submitted that the establishment of Community based Modular Refineries in the Niger Delta region  where there is availability of feed stock,(Crude oil) will   fastrack, the healing process of our checkered and ailing economy, it will encourage rapid growth and development,it will   engineer the spirit of unity, and bring about peace, justice, and  progress in the  overall  interest of Nigerians.




According to Comrade Tiemo, this call is germane and imperative for NNPC Nigeria Limited to make the provision of N621 billion available  for the establishment of 79 Modular Refineries

 because it is also their ultimate concern to develop the Niger Delta that generated the funds used to finance the I800 kilometers Federal  road projects that are currently  on going . 


He stressed that the need to  establish 79 Community based Modular Refineries in the region where there is availability of raw materials for that purpose  cannot be ostracized.




He added that the establishment of the Modular Refineries will contribute to capacity building, Community developmental  projects, human capital development , women & Youth  Training,   Empowerment and employment etc., which Nigeria will not regret and it will save the nation from sixty percent of the burden of borrowing.



Comrade Mike Tiemo  averred that in

pursuant to the Group letter dated and acknowledged  16th  November 2021 to  President Muhammadu Buhari, the Minister of State for Petroleum, Chief Timipre Sylva, the Group Managing Director of NNPC Nigeria Limited Alhaji Mele Kolo  Kyari, if these issue  is  not looked into shortly , the Group will carry out a massive protest and also to 

exploy  all legal measures to address

the  thorny issues of scarcity of Petroleum Products , Pipe line vanderlism, illegal bunkering , hike in the price of Petroleum Products that is leading to Persistent hyper inflation in our nation , unbearable subsidy regime

which is ripping off our common wealth 

and the issues of unemployment etc for Justice to prevail  in the overall interest of all Nigerians.
