The leadership of the Delta State Third Phase Ex Agitators, Presídential Amnesty Programme  PAP Phase 3  has called on General Barry Ndiomu (Rtd), the newly appointed interim Administrator of the Presídential Amnesty Programme to

disregard the purported 14 Days Ultimatum issued by some disgruntled elements of Third Phase led

by one Julius Joseph who have pending

queries  to answer bothering  on hijacked Third Phase Amnesty  slots given to him for distribution amongst the phase 3 Leaders but he absconded.

The statement urged the leadership of Presídential Amnesty Programme ( PAP)

not to pay any attention to the Ultimatum order because it is not necessary  assuring  PAP Management  that  the Ex - Agitators's   threats

is nothing but the  rantings of an empty cymbal.

The   Ex Agitators Third Phase leadership  of the Presidential Amnesty Programme, PAP,  cantered  and strongly opposed the  call  made by Julius Joseph on the Interim Administrator, Major Gen Barry Ndiomu, Rtd, to   sack his Chief Security Officer, CSO, Okoba Rebbi and the Head of Peace Building, Who are simply doing their work to the constellation of their boss and other relevant stakeholders.

The Group further observed with emphasis that the  advice to relieve

the aforementioned staff of the PAP

offíce of their jobs is an evil imagination

taken too far ,especially  when it is evident ,that the men in the eye of the storm are part of the engine room of

the indifatigable  Barry Ndiomu the  interim Administrator who are helping in  a great measure to churn out enviable service delivery to it's core mandate.

The Ex -Warlord, Hon  Birinumughan Jesse aka General 90 ,the Delta State  National leader of PAP Phase 3 and Vice

Chairman of the   Third Phase Amnesty Programme led by General Tonye Bobo   described Julius Joseph, Tam Odogu, Andrew Azaze, Alhaji Lotugbene,   Okiemo Stephen,    as interlopers and  imposters with   evil imagination  oiled  by the urge  for   vain glory  driven by greed and pride.

A press statement signed  by General Tonye Bobo ,the leader PAP Phase 3 ,

Hon. Birinumughan Jesse a.k.a General 90. National leader and Vice Chairman  PAP Phase 3, Seloge Abuja ²qleader ,Godday Couple  Albert and  Guy Amos  Okosuowei  made available to Vanguard Newspaper stated that the  PAP offíce through one of the former interim Administrators gave the   ingrate  called Julius Joseph an opportunity of  500 Third Phase Amnesty  slots right in  the PAP

office in Abuja  for onward distribution to other leaders in  PAP Phase 3 but he failed to deliver.

The statement stressed that the rascally  Julius Joseph was  instructed  to come down to the Niger Delta to share these slots with  all the other leaders  in  PAP Phase 3 but  he elloped with the collective

slots that was meant to serve all Phase 3 Leaders , an action which makes him a blight in the system up till date , the statement noted.

ln the  light and spirit of equity and justice, the  General Tonye Bobo and General 90 led Ex Agitators  called on   the PAP  interm   Administrator to invite Jelius Joseph to come out and state categorically  how many ex - millitants

in their own volution dropped more arms and ammunitions than General Tonye Bobo and General 90 adding that from there we will know the real leaders of PAP Phase 3.

The Third Phase Generals reiterated that

Julius Joseph  and his cohorts Who cornered and misappropiated  the

500 slots given in trust to him

that was actually meant for all leaders in Phase 3 due to the toga  of  greed led by his outer ego should be given a good dose of discipline to check his excesses.

Hon Birinumughan Jesse, the ex - warlord, aka  General 90 in strong terms  remarked that the leadership of the PAP Phase 3 is unequivocally and unilaterally  against the illmotivated plan of Julius Joseph

in trying to mislead relevant stakeholders and  the general public  about the good intentions of the new interm Administrator ,  in the person of

Gen. Barry Ndiomu (Rtd).

The authentic Third Phase Leadership

under the aegis of General Tonye Bobo and General  90 in order not to allow Julius Joseph who is a black horse in their midst to derail the focus of the PAP agenda  therefore  seized the opportunity to call on security operatives  particularly the EFCC to immediately  launch a man hunt for Julius  Joseph and his cohorts

who are trying to distabilize the General Tonye Bobo     led group of  Ex- Agitators with evil motives.

According to General 90,  the PAP   Leadership contrary to the negative  insinuations of Julius Joseph in that ill mannered publication  is indeed  maintaining  a cordial interface and robust relationship with the third phase leadership  adding that even Tam Odogu

one of those behind the supposed

ultimatum  ,attended a meeting  convened  by General Tonye Bobo

where Tam Odogu on Sunday 16th October 2022  Pledged  total Loyalty to

the  General Tonye Bobo  led Government .

General 90 explained that Tam Odogu pledged complete loyalty in that meeting  and pleaded that even though they  used to have  different factions in PAP Phase 3   in the past, henceforth they will remain loyal to General Tonye Bobo's  leadership , appealing that everybody should be carried along for the collective progress of PAP Phase  3.

General  90  mainntained that the ultimatum  publication  of Julius Joseph and all those behind it  is nothing but the vernom of a viper that does no  harm to the back of a tortoise

The statement which further exenorated Barry Ndiomu as innocent added: " l

General 90 can authoritatively  refute the

the spurious  claim and falacy  of Julius Joseph  and his co- travellers that

those who represented  the Third Phase ex-agitators  PAP official meeting held recently in Yenagoa were not beneficiaries or those captured in the programme.

General 90 who assured  Ndiomu the PAP Administrator

that all is well with their relationship advised the Amnesty boss

not to lose sleep over the rantings of

Julius Joseph and his cohorts, instead he  should concentrate on the verification exercise of the Third Phase leaders so that  Government activities Will move and run smoothly without any rancour

in a very peaceful manner in the Niger Delta region for National peace and tranquility in the interest of all stakeholders.

PTI Defends Its Reputation Against Misleading Sahara Media Report By Wilson Macaulay Effurun, Delta State July 12 2025 The Management of the prestigious Petroleum Training Institute (PTI), Effurun, has vehemently refuted a sensational and malicious report published by Sahara Reporters on July 10, 2025, which alleged that students of the foremost oil and gas institution study in “flooded classrooms and snake-infested hostels” despite a ₦39 billion budget. Describing the publication as “baseless, mischievous, and an orchestrated attempt to malign the integrity of the institution,” PTI Management said the report is not only factually inaccurate but also a deliberate attack on the hard-earned reputation and progress of the institution under its current leadership. In a strongly worded statement issued on Friday, the management declared: > “There are absolutely no flooded classrooms or snake-infested hostels within the Institute. These claims are complete fabrications devoid of any evidence or truth.” Management further challenged Sahara Reporters to produce any verifiable photographic or video proof to substantiate its claims. > “If such conditions exist as alleged, Sahara Reporters should have no difficulty presenting concrete evidence. Until then, their report remains a reckless misrepresentation aimed at misleading the public.” PTI clarified that all its lecture halls, laboratories, workshops, and hostels are structurally sound, properly ventilated, electrically powered, and routinely maintained. The Institute prides itself on maintaining a safe and conducive academic environment for learning, innovation, and professional development in the oil and gas sector. The management in clear terms described the publication as the work of “unscrupulous elements seeking to sow discord and cast aspersions on the steady infrastructural development PTI has recorded in recent years.” As a center of excellence in petroleum training and manpower development, PTI has, under its current administration, seen remarkable transformation in terms of physical infrastructure, digital modernization, and student welfare programs. The Institute continues to attract local and international recognition for its cutting-edge research and high-impact training curriculum. While assuring stakeholders, parents, and the general public of its unwavering commitment to the safety and welfare of its students, the management reiterated its call for responsible journalism and urged media practitioners to verify facts before rushing to publication. “We remain focused on our mandate and will not be distracted by smear campaigns designed to derail our progress.”
