The Leadership of Ex - Agitators of the Presidential Amnesty Progranmme Phase -3 in Delta State has decrieded  the over due delay of the proposed payment of Presidential Amnesty Cooperative

Loan through PACOSOL Management in Delta State.

Hon.  Birinumughan Jesse, aka General 90 , the National Leader cum critical stakeholder of the Ex - Agitators in Delta State Who spoke at Ughelli , Delta State asserted that it has become imperative to call on the  interim Administrator , General Barry Ndiomu ( rtd) and the Cooperative Management Committee Chaiman ,  HRM,Justice F F Tabai  , the Royal Father of Tuomo Kingdom to kindly use the instruments of their good office

to fastrack the process for the  Cooperative Loan

Payment   to give respite and sucour to

the expectant Ex - Agitators.

General 90 remarked in his speech

that there is need for the Presidential Amnesty Office to endorse  and expedite  action on the payment of the PACOSOL Packaged Loan which has been in the drawing board for too long to make the Ex - Agitators self reliant .

According to Hon.  Birinumughan Jesse aka General 90,

the Ex - Agitators Leadership, Particularly that of  the Third Phase have waited Patiently for this PACOSOL Loan for over nine months and they are wairy of Waiting endlessly .

General 90 who further stressed the need for prompt action added: " We are appealing  to the conscience of the PAP Office Management to help us because a promise  made is futile  until it is  fulfilled indeed."

While Speaking on the need  for the

PAP Third Phase Leadership to maintain past aggreements, General 90 said: " There is an outstanding agreement within the Leadership of Presidential Amnesty Progranmme Phase 3 which stipulates that after the completion

of  General Tonye Bobo's  tenure  as the National Chaiman, the slot of the National Chaimanship of the PAP Third Phase will go to another State like Delta , Edo or Ondo to give all the States involved in  the Progranmme a good and patriotuc sense of belonging  in the spirit of fairness, equity and justice.

General 90, the Delta State Ex - Agitators National  leader  therefore called on  Major Akpor Marshall , Chief Security officer CSO /  Acting Special Assistant  Security, not to  flaunder the agreement  within the Third Phase  , noting that  there is a foul language Major Akpor Marshall used to assert that the National Chairmanship of the Third Phase

Will remain permanent as the birth right   of Bayelsa State instead of enbrassing the rotattional method

as agreed in the past agreement which is binding on all nembers.

He  stressed that this jaundice imfornation fabricated by Major Akpor Marshall which is capable of  misleading the

the leaders of the Third Phase is an idea that is totally unacceptable

to the generality of the Third Phase

Ex - Agitators  leadership in the various States that makes up the Third Phase .

General 90 who further expressed his anger , explained!: " Let me make it clear here that  Major Akpor Marshall  is a black horse with a dossier   of evil deals  and sharp pratices of cutting corners

in the Amnesty Office , a trade which has made Major Akpor Marshall to resort to soliciting for  back - up from the Leadership of the Third Phase while trying to puncture the Peaceful agreement

of rotattional National Chairmanship amongst all the concerned States to give every State a sense of belonging to Leadership and to promote collaboration .

Shedding more light on the issue General 90 said: " The States that makes up the Third Phase are pretending and positing  in error

that General Barry Ndiomu is not aware of  the evil being perpectuated by Major Akpor Marshall to the detriment of the Ex - Agitators.

While Speaking on the need for Presidential Amnesty to continue with the educational scholarship and vocational training Progranmme, General 90 said: " We are calliing on the Amnesty Office  under the Leadership of General Barry Ndiomu  (rtd) to continue with the Presidential Amnesty educational scholarship

and vocational training  Progranmme which is an annual tradittion, for the office to sponsor

 students admitted from various

Universities to bridge the gaps of  illitracy , capacity building, manpower training and development in our nation building effort .

General 90 in his summation maintained that based on the central Premise of education being the bed rock of any society, delay in educational scholarship and vocational training by the PAP Management is a direct religation

of the pace and tempo of our National development in human resources  training which is the most important aspect of all  resources.

PTI Defends Its Reputation Against Misleading Sahara Media Report By Wilson Macaulay Effurun, Delta State July 12 2025 The Management of the prestigious Petroleum Training Institute (PTI), Effurun, has vehemently refuted a sensational and malicious report published by Sahara Reporters on July 10, 2025, which alleged that students of the foremost oil and gas institution study in “flooded classrooms and snake-infested hostels” despite a ₦39 billion budget. Describing the publication as “baseless, mischievous, and an orchestrated attempt to malign the integrity of the institution,” PTI Management said the report is not only factually inaccurate but also a deliberate attack on the hard-earned reputation and progress of the institution under its current leadership. In a strongly worded statement issued on Friday, the management declared: > “There are absolutely no flooded classrooms or snake-infested hostels within the Institute. These claims are complete fabrications devoid of any evidence or truth.” Management further challenged Sahara Reporters to produce any verifiable photographic or video proof to substantiate its claims. > “If such conditions exist as alleged, Sahara Reporters should have no difficulty presenting concrete evidence. Until then, their report remains a reckless misrepresentation aimed at misleading the public.” PTI clarified that all its lecture halls, laboratories, workshops, and hostels are structurally sound, properly ventilated, electrically powered, and routinely maintained. The Institute prides itself on maintaining a safe and conducive academic environment for learning, innovation, and professional development in the oil and gas sector. The management in clear terms described the publication as the work of “unscrupulous elements seeking to sow discord and cast aspersions on the steady infrastructural development PTI has recorded in recent years.” As a center of excellence in petroleum training and manpower development, PTI has, under its current administration, seen remarkable transformation in terms of physical infrastructure, digital modernization, and student welfare programs. The Institute continues to attract local and international recognition for its cutting-edge research and high-impact training curriculum. While assuring stakeholders, parents, and the general public of its unwavering commitment to the safety and welfare of its students, the management reiterated its call for responsible journalism and urged media practitioners to verify facts before rushing to publication. “We remain focused on our mandate and will not be distracted by smear campaigns designed to derail our progress.”
