High Chief Wellington Bobo, the Oroupawei of Gbaramatu Kingdom, and the good people  of  Igoba Community, has extended their warmest congratulations to the Presidential 

Amnesty Programme (PAP) Administrator, Chief Dr. Dennis Burutu Otuaro, on the joyous occasion of his birthday.


The populist High Chief in a heartfelt message described  the PAP Administrator  as an exemplary figure  who has significantly impacted the lives of countless individuals through his unwavering commitment to peace, empowerment, and sustainable development in the Niger Delta region. His tenure at the helm of the PAP has been marked by a series of transformative initiatives aimed at rehabilitating and reintegrating ex-agitators into society, fostering a climate of harmony and collaboration among the diverse communities he serves in the Niger Delta region.

On this special day, members of the Igoba Community joined together to celebrate the milestone, highlighting the significance of Dr. Otuaro’s contributions not only to  PAP but also to the broader society. The community sincerely appreciate his role as a worthy Ambassador to PAP Working and serving the interest of the Niger Delta People.

The Institute prides itself on maintaining a safe and conducive academic environment for learning, innovation, and professional development in the oil and gas sector. The management in clear terms described the publication as the work of “unscrupulous elements seeking to sow discord and cast aspersions on the steady infrastructural development PTI has recorded in recent years.” As a center of excellence in petroleum training and manpower development, PTI has, under its current administration, seen remarkable transformation in terms of physical infrastructure, digital modernization, and student welfare programs. The Institute continues to attract local and international recognition for its cutting-edge research and high-impact training curriculum.
