The Urhobo Ex-Militants under the Presidential Amnesty Programme, PAP, have commended the Administrator of the Programme, Chief Dr. Dennis Otuaro, for what they described as his transformational and inclusive leadership style since assuming office.


The commendation was made during a high-level consultative meeting held at Ditton Hotel, Agbarho, in Ughelli North Local Government Area of Delta State, where the group, led by Hon. Chief Ese Arigo, praised Otuaro for restoring confidence and direction to the amnesty initiative.

Hon Chief  Ese Arigo, who is the President of Urhobo Ex-Militants and Senior Special Assistant to the Delta State Governor on Security, said the Administrator’s performance has rekindled hope among ex-militants and stakeholders across the Niger Delta region m

According to  Hon Chief Arigo, who coordinates Phases 1, 2, and 3 of the Urhobo Ex-Militants as the President, Otuaro’s tenure has brought significant improvements in communication, coordination, and empowerment-driven programmes within the PAP structure.

> “Chief Dr. Dennis Otuaro is not just a leader; he is a brother, a son of the soil, and a visionary administrator who understands the struggles, history, and sacrifices of the Niger Delta people,” Arigo stated.

He added that Otuaro’s people-oriented leadership has restored the original spirit of the Amnesty Programme by prioritizing peacebuilding, sustainable reintegration, and genuine empowerment for beneficiaries.

Hon Chief Ese Arigo the  Urhobo Ex ex-militant President noted that Otuaro assumed office at a critical time, when expectations were high and confidence in the programme was dwindling. However, his swift consultations, clear policies, and accessibility have calmed tensions and strengthened unity among ex-militants, particularly within the Urhobo bloc.
