Progressive Peace Ambassadors of PAP (PPAPAP) Commends Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme, Over Ongoing Leadership Training

The Progressive Peace Ambassadors of PAP (PPAPAP) today praised Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP), for launching a pivotal three-day leadership training for Phase 3 camp leaders at the Nigerian Army Resource Centre in Asokoro, Abuja.

According to Gen. Markson Isere (IJB), Rivers State Chairman, the training represents “a landmark initiative” that empowers camp leaders with the necessary tools to bolster peace in the Niger Delta. “At last,” he said, “Phase 3 camp leaders are receiving the attention and resources they’ve long demanded.”


Gen. Kerebi Onbe, Delta State Chairman, underscored the initiative’s inclusive intent: “This first batch is just the beginning. We expect the next batch of training according to the promise of DR Dennis Otuaro to commence   immediately after the one going on now to ensure every Phase 3 leader benefits.”

Echoing the same view, Chief Gen. Joseph, Edo State Chairman, noted the historical significance: “Phases 1 and 2 enjoyed similar training before, but now, Phase 3 leaders are experiencing a transformative intervention—a new dawn indeed.”

Highlighting Phase 3's newfound visibility and hope, Gen. Ekins Mumboh Ajuwa, Ondo State Chairman, added: “Our leaders have long felt sidelined. This programme finally brings them into the fold, reflecting Dr. Otuaro’s commitment to meaningful engagement.”

Meanwhile, Gen. Parker Wariitimi, Bayelsa State Leader, projected confidence in the PAP leadership  saying:  “Given Dr. Otuaro’s pedigree, we remain calm and hopeful. We anticipate a second batch of training will be launched swiftly—without delay.” 

PPAPAP reiterated its full support for Dr. Otuaro’s leadership and urged unity across all stakeholders: “This administration brings genuine promise,” Gen. Isere remarked, urging continued peace and collaboration among all involved in the Amnesty Programme.

In closing, PPAPAP hailed Dr. Otuaro’s bold move to kick-start this impactful training—something previous administrators could not achieve, despite sustained protests from Phase 3 leaders. “In light of this breakthrough,” Chief Gen. Joseph asserted, “Dr. Otuaro deserves recognition as the best Admin for human capital development in PAP’s history.”

The management in clear terms described the publication as the work of “unscrupulous elements seeking to sow discord and cast aspersions on the steady infrastructural development PTI has recorded in recent years.” As a center of excellence in petroleum training and manpower development, PTI has, under its current administration, seen remarkable transformation in terms of physical infrastructure, digital modernization, and student welfare programs. The Institute continues to attract local and international recognition for its cutting-edge research and high-impact training curriculum. While assuring stakeholders, parents, and the general public of its unwavering commitment to the safety and welfare of its students, the management reiterated its call for responsible journalism and urged media practitioners to verify facts before rushing to publication. “We remain focused on our mandate and will not be distracted by smear campaigns designed to derail our progress.”
