General Godstime Ogidigba, General Oloye, Chief of Staff Congratulates Otuaro PAP Administrator on His Birthday

Warri, Delta State – It was an outpouring of goodwill and heartfelt felicitation as General Godstime Ogidigba, fondly called General Oloye, Chief of Staff to the PAP Third Phase Leadership, extended warm congratulations to Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP), on the occasion of his birthday.

In a statement personally signed, General Ogidigba described Dr. Otuaro as “a visionary leader, bridge-builder, and patriotic son of the Niger Delta whose commitment to peacebuilding, empowerment, and human capital development has repositioned the PAP office as a beacon of hope for ex-agitators and the wider Niger Delta community.”

According to him, Dr. Otuaro’s leadership style, anchored on humility, inclusiveness, and transparency, has inspired renewed confidence in the amnesty programme and strengthened the Federal Government’s efforts toward sustaining peace in the oil-rich region.

“On this special day of yours, we in the PAP family, particularly the ex-agitators, celebrate a man who has given new meaning to leadership. Your tireless efforts in ensuring the wellbeing of our people, creating empowerment opportunities, and fostering unity across ethnic divides are commendable. You remain a shining example of purposeful service to the Niger Delta and Nigeria at large,” Ogidigba stated.

He prayed that God would continue to grant Dr. Otuaro sound health, wisdom, and long life to enable him to further advance the cause of peace, development, and empowerment in the region.

The Chief of Staff Hon  Clement Ofovwi aka General Oloye who also spoke further reaffirmed the commitment of PAP stakeholders and leaders to support Dr. Otuaro’s vision, noting that his birthday celebration is not just a personal milestone but also a symbolic moment for the ex-agitators who now look to the PAP with greater hope and renewed confidence.


The felicitation from General Oloye adds to the growing chorus of birthday wishes pouring in from across the Niger Delta, underscoring the wide respect and admiration Dr. Otuaro commands among stakeholders and beneficiaries of the amnesty programme.
